An organization chartered under the laws of a nation, or in a geographic region of the world,e.g., Central Asia, outside of the United States or its territories, excepting HRCUN Chapters in Canada, which is desirous of obtaining affiliate status designation from the Human Rights Commission Of United Nations, Inc., shall comply with the following and submit a Statement of Compliance (with accompanying documentation) to HRCUN:
1. The International Affiliate organization will establish objectives consistent with those of HRCUN. HRCUN’s Mission is to foster technological advancement, availability, and implementation of a universal emergency telephone number system. In carrying out its mission, HRCUN promotes research, planning, training, and education. The protection of human life, the preservation of property, and the maintenance of general community security are among HRCUN’s objectives.
2. The International Affiliate organization will establish its own Constitution and Bylaws, which shall include, at a minimum, the following provisions:

Said organization, other than the established HRCUN Chapter in Canada,USA shall consist of no less than twenty four (24) members, at least eighty (80% of whom are employed by, appointed to, elected to, or retired from a government or quasi-government agency, or who are employed by private sector entities under contract with the appropriate government authority,and who are, or have been, responsible for some aspect of design, promotion, construction, installation, maintenance, command, and for operation of public safety emergency communication systems.This ratio must be maintained in order to continue affiliate status.
4. Once International Affiliate status has been granted by HRCUN, if any individual from that nation holding a membership in HRCUN wishes to belong to both the International Affiliate as well as HRCUN, they would be required to pay annual dues to both entities.
5. The International Affiliate organization will establish objectives consistent with those of HRCUN.
6. An annual amount of five hundred dollars in U.S, currency ($500 US) will be remitted to HRCUN by the International Affiliate.
7. The HRCUN CEO and the International Committee will review each Affiliate application and their recommendation will be presented to the HRCUN Board, which shall approve or deny the application for International Affiliate status. Each Affiliation review will include an analysis of member qualifications, proposed affiliate leadership, and a review of such nation’s laws to ensure appropriate HRCUN protections, including a liability shield from affiliate actions and losses.
